As far as I'm aware (and I'd be the one who'd ok work to the site ;)), the site 
is up and running. 
There are two addresses that can be used: 
http://www.lib.umassd.edu/archives/paa/PADigitalNewsColl.html   (where you then 
click on the box to search); 
  
or 
  
https://news.arcasearch.com/usmaums/  (which takes you directly to the site). 
  
Note that we've added further titles to the database so you'll have to specify 
that you want to search the Diario de Noticias to limit your search to that 
specific newspaper.

I tried to access this with the site address I had but I guess they are redoing 
the site and I was unable to access the newspaper section.  Can anyone tell me
