If your Elizabeth (Isabel) is from Madeira, that's not part of the Azores.
Although there are a few people here who research Madeira, you will find
more help with Madeira on the Madeira list.  However, either list (this one
or Madeira) should be able to help you with your question.

The ancestor immigrated in 1901 and cannot be found until the 1930 census.
They were working and not home, they were missed, their name is really
really misspelled and you can't find them, etc. If you know where they
lived in 1910 and 1920, then you can use city directories to locate your
ancestors.
