Is it possible that the moving blue boxes are the drop down menus? Some of the boxes at the top do not go anywhere until you select from the list that drops down. Those are the ones with the small down arrow on the right side. Hold your cursor at the top level box, then the boxes that drop down are the links to other content. Hope this helps.
