They seem to be doing the councils in alphabetical order, so I would think
that Vila Franca would be last.  Unless they feel like jumping to
Graciosa.  Just because they feel like it.

When I broke my leg in March of 2007 (hard to forget that one!), I was
literally laid up on a couch with my leg elevated.  Daytime television is
realllllly boring.  So I played around on the Internet a lot.  I think the
CCA had migrated to the 2nd site then (they are now on their 3rd site).
They had the Passaportes for early Terceira up (typed up by Joao Ventura,
the archivist, and his assistants) and I think Ponta Delgada on Sao Miguel
was up to about 1900 or so.  Today (March 2013), they have taken down
Terceira and they have Ponta Delgada up to 1939. Horta has never been
online.  And it's been 6 years!!!!!  I don't understand the rhyme or reason.
