I think you already know the passports for Horta and Angra are not yet online.

But I can tell you for Horta, they are not indexed. They are similar to those of Sao Miguel in that they are in a giant book that spans two pages for each entry.

In Terceira, the Angra passports are indexed to some extent. There is a separate book in date sequence for every person and from that you can order all the paperwork that was in that application for the passport. I got some great information on my grandfather from that.
