I'm reasonably certain these Medeiros Frazao link up to others of the same name in Lagoa. You have to find the marriage to prove which family it is. Do you have the marriage date and place for your Joao Medeiros Mendes? It could give some clues. I was looking in Ribeira Seca yesterday and could not find the marriage of Antonio and Barbara. Nordeste is quite a long way from Ribeira Seca, so they may have married in between somewhere.
