The Emma on No. 23 is the beneficiary of Antonio D. Vargas, and the Inacia Emilia No. 85 is that of Joseph Garcia Rosa. One is from Riberinia on Fayal, the other (23) is simply listed as a Resident of Concord. Women arent members of the UPEC that's a men's society - they are simply listed as the beneficiaries, so if you are related to the above mentioned two people or have connections in Riberinha, then it is yours.
