Hello Tyler, Praia is in the Freguesia of Sao Mateus. I found Sampaio is extremely rare there. I only found 1 reference to a Sampaio in the baptisms of 1885 and 3 people that had Sampaio as part of the name between 1903-1911. None of these 3 people had a Francisco associated with it and they were all prominent families with the wife being a Dona. You might want to try the other freguesias - maybe he worked in Praia but lived in a neighboring freguesia. I don't have information in the other freguesias of Graciosa. There is also a Praia Vitoria on Terceira and a Praia Formosa on Santa Maria. Maybe he was from one of these places. What time period are we talking about?
