Yes. If they were going somewhere else, it would say something like "país estrangeiro."
It seems like there were waves of immigration to certain areas. I see the Brazil group, the Sandwich Isles group (Hawaii), and the America group, with a few others scattered in. Remember, not all passaportes exist. There are gaps. The port of Ponta Delgada has gaps in the 1880s.
