Hello Sandra.

Yes; he and Bras da Sylva were both witnesses and member of this parish.  
They both signed (or had someone sign) the record.  I am assuming that 
witnesses (testemunhas) is abbreviated as "tes.tas"

Also, I see the date as the 14th rather than the 4th.
