Hello Sandra, I don't think it is more than one location as much as a longer name for Biscoitos. I notice most of the records in this area of this book say "Lugar do Biscoitos do Porto da Cruz, termo da Villa da Praia da Victoria" Termo da Praia simply means it is within the boundaries of the Concelho of Praia. The only reference I have found relating to "Porto da Cruz" in Biscoitos is here *https://pt.wikipedia.org/wiki/Forte_da_Rua_Longa* <https://pt.wikipedia.org/wiki/Forte_da_Rua_Longa> where it actually refers to "porto da Cruz dos Biscoitos"
I agree with what Cheri and Linda have provided. The phrase Linda points out does not necessarily mean no impediments. Sometimes the exact same phrase in followed by "alem" or "*mais que*" (to mean beyond), then it goes on to say what has already been given a dispensation. Therefor I look for the word "*grau*" (as Cheri stated) or "*dispensados*". The previous record to yours with with a dispensation for 2nd degree consanguinity is an example of this.
