Dear Sébastien, yes, prefix "hi" is, so to say, the usual form of the hiphil prefix for "normal" verbs. And so, in Is 49:1; Lv 14:46 or Rt 4:14. But........ there are plenty of "exceptions" i.e. many cases to which this general rule does not apply.
For instance: --1. With verbs of first guttural, the prefix is "he" (vowel segol): look at Ex 16:18 (here we find two samples); 1Ki 12:11; Gn 45:26; Js 10:35 and so on. --2. Regarding the Infinitive, the prefix is often "ha": Ps 8:3; 2Ch 25:19; Pr 8:21; Jr 3:15... Is this enough for you?
