It appears to me that רקע RQ( is 'smooth, even, flat' and is thus a
variant of רגע RG(, 'rest, placid, uneventful', as in Is. 34:14.

Yet it is possible that there is a RG( that is a variant of רגש RG 
$, 'seethe,excite',
with an ayin standing for a silenced shin. This is possibly the ROGA  
of Is. 51:15.
RQD seems to me to be related to RG$ and רחש RX$.
