No, I claim that סוך "to hedge in" (Jb38:8),  "to shelter" 
(Jb3:23)(Jb40:22)(Ps91:4), "to defend" (Ps5:12)  

is derived / evolved from  שוך  "to hedge in (protectively)" (Jb1:10)(Ex33:22). 
 

And that  סךך to cover over snugly (Ex25:20,29)(Ex40:3,21)(Ek28:14)(CrI28:18), 
evolved from סוך .

And I believe ש (Sin) to have been a voiceless alveolar lateral fricative.
