[B.A.T.M.A.N.] LAN loop avoidance (part II)

Hi,

since nobody objected to the concept regarding lan loops that I presented a 
couple of days ago, I went forward and improved the code:
* locking has been revised
* batctl support was added

The new patches require the latest trunk.
