Thinking more about the syntax of something that might allow the
lowest-metric duplicate, perhaps this would be better:
allow-duplicates ip 0.0.0.0/0 lowest-metric
Alternatively, if it turns out that the only sane duplicate to allow is
a lowest-metric duplicate to avoid looping, then just allow-duplicates
with the usual qualifiers:
allow-duplicates ip 0.0.0.0/0
