It happened again. Apparently, OpenVPN does something that causes the
link-local interfaces to disappear. Restarting OpenVPN, ahcpd and
Babel (in this order) fixes it.
I don't have time to investigate further right now, but the problem is
definitely with OpenVPN, not with Babel.
