This version fixe a serious bug that would sometimes spuriously
discard perfectly good IPv4 routes in dense networks. It also adds
support for non-default routing tables, and makes IPv4 operation more
robust by checking for changes in IPv4 addresses. Finally, it adds an
option to disable a number of optimisations specific to wired networks
for people who insist on bridging wired and wireless interfaces together.

* Babel will now automatically check for interfaces' up/down status,
IPv4 address, and optionally for carrier sense.
* Implemented the -w option, which disables all optimisations for
wired interfaces.
* Implemented support for non-default routing tables.
* Fixed a bug that could spuriously remove IPv4 routes (thanks to
Julien Cristau).
