This version fixes a bug that caused request to be spuriously repeated
7 times even when they could be satisfied.  It also makes update buffering
per-interface, and makes the heuristics for sending triggered updates and
unfeasible requests somewhat more conservative.  All together, these
changes make Babel dramatically less chatty, apparently without increasing
convergence time.

The protocol remains entirely compatible with 0.90.  Upgrading to 0.91 is
recommended, as it will make your network noticeably less noisy.

  * Maintain buffered updates per-interface, which makes multi-interface
    nodes significantly less noisy.
  * Changed the strategy for dealing with unfeasible routes to be slightly
    more generous while still avoiding loops.
  * Fixed a bug that would cause multi-hop requests to be spuriously resent.
  * Made a number of micro-optimisations throughout.
