It says marginal IHU, actually. A marginal link is one that has non-zero packet loss. Our policy is to send one IHU every third Hello on lossless links, and to send an IHU with every Hello on marginal links. I call ``marginal IHU'' the extra IHUs that're only sent on marginal links.
