This is the next version of the Babel authentication spec:

The changes since version 00 are as follows:
* change Section 2.1 to require two mandatory-to-implement hash algorithms
* provide more information on CSA implementation specifics in Section 6.5
* clarify ESA being a requirement in Section 3.9
* move some <FIGURE> elements out of <T> elements
* reword a few sentences to clarify meaning
* refine TLV namespace table
* refine some section headers
* fix punctuation/spelling issues
* refine two figures
