There's one point to be articulated in the spec. The Pad1 TLV isn't a regular
TLV, i.e. it has no length. Althought it is OK in the base specification
(because the parser is aware of the exception), any additional TLV types
introduced by extensions MUST contain the length field, even if it is always 0.
The same applies to sub-TLVs.
