In the manpages, you will found:
If action is not specified, it defaults to allow.
so you missed a 'redistribute deny'.
# And if you want to reditribute the addresses of your routers, 'redistribute
local ip 20.0.0.0/8 allow'.
redistribute ip 20.0.0.0/8 allow
redistribute deny
# redistribute local ip 20.0.0.0/8 allow
redistribute local deny
