Yes, for three reasons:

1/ for people building their own images and/or packages with the Chaos
Calmer branch of OpenWRT, the for-15.05 branch is used to build packages.

2/ a new release of Chaos Calmer (15.05.1) is scheduled pretty soon, and
will use the for-15.05 branch to build packages. See:

    https://lists.openwrt.org/pipermail/openwrt-devel/2016-February/039560.html
    https://lists.openwrt.org/pipermail/openwrt-devel/2016-February/039561.html

3/ a few packages do get rebuilt for 15.05, but as far as I can tell, it
only affects a few selected packages who received critical security updates.
For instance, have a look at the openssl packages in
   http://downloads.openwrt.org/chaos_calmer/15.05/ar71xx/generic/packages/base/

By the way, Chaos Calmer still uses uclibc, so you may want to make sure
babeld still compiles fine with uclibc (but I don't think there will be any
issue).
