Bug description:
Setting a new theme and clicking the layout change box loses the nice bar at
the top, and instead we have a less functional and poorly laid out bar at the
bottom. Switching back to the breeze dark theme with or without checking the
layout change box doesn't seem to help.
We can move the bottom panel to the top but we've lost the neat top-bar
application menus and the launcher.
