I don't know what the precise mapping is, but if they haven't made it publicly available, perhaps searching a few locations could provide clues?

Guildford is definitely 4275

Around the West Midlands:
Birmingham: 2102 (obs: Coleshill)
Coventry: 2199 (obs: Church Lawford)

They're fairly close, so maybe...

But then:
Wolverhampton/Walsall/Stourbridge: Don't have one - it offers either Stafford (356) or Brum Airport (2)!
Redditch: Offers Pershore (347)
Worcester: 4282 (obs: Pershore)

And further afield:
Aberystwyth: 20 (obs: Trawsgoed)
Cardiff: 4 (obs: St. Athen)
Truro: 3011 (obs: Cambourne)

Nope, can't see any logic there...

Trying reverse lookups:
1: Belfast, 2: Birmingham Airport, 3: Bristol, 4: Cardiff, 5: Edinburgh,
6: Glasgow, 7: Jersey, 8: London, 9: Manchester, 10: Newcastle-upon-Tyne
Hmmm....looks as though there's an alphabetic theme going on there...

11: Southampton, 12: Lerwick, 13: Plymouth, 14: Aberdeen, 15: St. Andrews
16: Inverness, 17: York, 18: Leeds, 19: Peterborough, 20: Aberystywth
Then again, maybe not...

International locations fall into the same scheme:
Paris: 40 Berlin: 50 Moscow: 58 Beijing: 90 Tokyo: 87

I remember:

But that seems out of date.

Is Guildford for example, 4275?

It says London on the feed:
