Broadly speaking we're happy for you to cache data - all we ask is that if you're showing "current" news then we do want it to be fairly timely/up to date. But any kind of "study over time" use of the data is probably ok. When we first read this line in the license we sought clarification from our lawyers as to the meaning of this line. In this instance, I do not believe you would be "creating a summary". What this relates to is taking headlines and the short description text, and any other content made available from an RSS feed and munging this data into a shorter news "summary".
