There was a brief discussion on similar lines on this list recently. There's currently no Backstage data along these lines but the BBC are interested in providing something like this at some (unspecified) point in the future. As for screen-scraping, you might be interested in what I've been doing in this area. My code is at http://cvs.dave.org.uk/index.cgi/get_streams/, the raw data that it extracts is at http://dave.org.uk/streams/streams.yaml (in YAML format) and the web page I produce from that is at http://dave.org.uk/streams/.
