Quick thought - I
think there's a user need here in providing the 'meme', both bottom up and top down - around a
programme to show how much currency it has in 'society' more widely and potentially provide a proxy for programme importance [in leiu of audience figures though BARB, RAJAR [copyright protected though surely the BBC could offer to release BBC figures as a an API if they've paid for them] or P2P network measures
e.g. peermind.com which don't seem to have an API to query this stuff].
Why? well, to show the "relative importance of a programme in the world" as well as navigating to other content?
Now I'm no developer, but couldn't you pull out programe or episode title / series or theme subject category [say, Chernobyl; IIWW; spies etc] and pull back related:
1. [top down] book titles [amazon? librarything?] providing no. of books related to the metadata
2. [bottom up] blog posts [technorati / blogpulse etc] to suggest how much 'currency' an issue or programme has through its 'distribution' on the www
and show by relevance [inc. relative importance of top down and bottom up]. once you have this you could provide a [pretty unreliable!] proxy for 'programme importance' and potentially you could visualise this graphically too, in the form of the obvious such as size of image [through
e.g. flickr tag] or 'cloud'.
I can't think how you show historical relevance which is obv going to skew the results because older programmes are going to have a smaller footprint in contemporary media [esp. blogs].

It's hard to resist looking for yourself, especially if, like me,
you have actually been on a couple of BBC programmes. I guess my
contribution was less than epsilon, however, since I'm not in there,
and it would seem to be bad form to ask to be added. :-)

I think I spent about four minutes resisting a search for
Doctor Who stuff; but then, I found that:
+ both 'Christopher Eccleston' and 'Christopher Ecclestone' are
listed in relation to the series
+ only the new series seems to be listed under 'science fiction'
+ the only programmes aired in 2006 are all called 'The green death'
+ the Paul McGann episode is listed with the title '27 May 1996'
+ 'Bad Wolf' is not a subject category
Meanwhile, in other news, the gap between the first and
second editions of 'Grandstand' is apparently 28 years,
which must be some kind of a record (assuming it's not duff data).
