As others have pointed out, parliamentlive.tv might be what you're looking for (in conjunction with some streaming downloader to capture the streamed content).

Sadly I doubt that, given http://www.parliament.uk/parliamentary_publications_and_archives/commons_foi/access.cfm : "The rates at which the Parliamentary Recording Unit can provide video and audio recordings of parliamentary proceedings is dependent upon the length of recording required, how the footage is to be used and the nature of the organisation requiring the footage. Current rates are available on request."
