That _was_ the design goal of the approach - Open Space Technology - when it was invented by Harrison Owen over 20 years ago... :-) I'd recommend his book[1] on it to those interested in it. The surface of it is very simple, but *a lot* more thought has gone into it than I think is generally realised.
