It seems that the BBCi services (301, 302 and BBC News interactive) don't
count as "SD services" in Ofcom's book.  It seems that Ofcom think that 302
will be deleted.

Not sure how a single BBCi stream could be carried on Multiplex 2?

Looks like the end of Teletext Ltd too.

C4 will have to select from More4 or E4 as C4+1 has to be on multiplex with
a regional aspect.
I can't see the harm of moving ITV3 or ITV4, but seems a bit harsh to get
broadcasters to set up services and then have them taken off them.

As the Ofcom document points out, they have exceeded their powers and even
those of the minister, so they will have to go back to Parliament.  I
suggest that the BBC suggest that BBC Parliament goes onto multiplex Z.

And it fails to recognize that radio, interactive screens and MHEG services
take up capacity.
