Yes these machines can if the makers don't cripple them like Apple has done and 
even my favourite mobile phone maker does, HTC.

I don't know if the Java/Flash thing really has any legs but the HTC driver

There is also the secondary technical issue of CPU muscle - can puny embedded 
devices like the iPhone and OpenMoko handle Java? ;p
