Hi Jim, I believe you can often find the local news for up to one day after on the local BBC site for that region. Last time I checked (incidentally for exactly the same reason as you) it was some awful wmv or real stream in very low or extremely low quality. Local news doesn't appear on iPlayer AFAIK.
No idea about redux.
