Only if you have one of the constraints: too many already running
or backuppc_nightly running.

It should be sending the same servermesg. Does the status screen on
the cgi interface show pending requests after you give issue the
servermesg?

It should be doing the same but I don't think the syntax is documented
anywhere. It might be worth peeking at the code to see exactly
what happens.
