Yes. Just edit the backups file and change the word "partial"
to "full" on the line corresponding to the backup.

I'm going to look at the code, but I wonder if there's a way to have
the backup set to "full" and not "partial" *before* DumpPostUserCmd
runs, and stay that way regardless of the exit status of the
DumpPostUserCmd script...
