I have the same problem. Rsyncd  configured as a service starts manually
just fine. It does not start when the system boots. The service manager
complains in the system logs:
   Timout (30000 milliseconds) waiting for rsyncd service to connect.
Then:
  The rsync service failed to start due to the following error:
  The service did not respond to the start or control request in a
timely fashion.

I tried making rsyncd dependent upon other services that start later
during boot but no change.

Rsyncd it being added as a service like this:
   cygrunsrv.exe -I rsyncd -e CYGWIN=nontsec -p e:/rsyncd/rsync.exe -a
"--config=e:/rsyncd/rsyncd.conf --daemon --no-detach"

The service is running as the SYSTEM account which has r/w permisisons
to the rsyncd directory.

If I open a Cmd window as the SYSTEM user(1) and do a "net start rsyncd"
it starts fine.

System is Win XP Pro Version, 2002, Service Pack 2. Other non-SP2
machines work just fine.

Rsyncd is verison 2.6.2_0 from here:

1) To open the cmd window as SYSTEM:
Open a Cmd window. Do "time /t" to get current time, 6:01 for example.
Enter "at 18:02 /interactive cmd"  and wait. A Cmd window should open at
the time specified.
