Look at the first few lines of /var/www/cgi-bin/BackupPC_Admin.
I assume it contains the line:
use lib "/home/backuppc/lib";
Is BackupPC installed there? In particular, does
/home/backuppc/lib/BackupPC/Lib.pm exist?
