dd over netcat, possibly piped through gzip (experiment for yourself), is
likely going to be faster. tar follows the filesystem structure, causing a
lot of disk seeks and redundant reads (because of hardlinks). dd will beat
the pants off it in most cases.

Mind you, 1.5TB over a 10M link is likely to be a several-days-long
operation. Not a very tractable problem, as things exist now.

only solution I can think of, would be to use a distributed replicated block
device (DRBD) to mirror the two disks across the network. that 10Mbit/s
bandwidth will be pretty limiting of performance tho. (Also, I've seen DRBD
replication fail a number of times... it's hardly bulletproof tech).
