Ok, so my answer is: yes
I'm so stupid. I forced an rsync command on the backup host in
authorized-keys for ssh:
command="rsync --server --sender -vblogDtprz --delete --partial --numeric-ids .
/" .....
So backuppc received tons and tons of data.
