Yes, just run the msi file. It includes cygwin just as the rsync package BackupPC provides. You have to modify the rsync.conf file (in C:\Program Files\rsync) to set the authorized username and allowed host and add that username and the wanted password to the rsync.secrets file. Remember to restart the service (through Administrative Tools) after changes to these configuration files. You can test it by opening Outlook and reading though your mail or something.
