We are seeing the same behavior running the rsyncd service on Windows XP boxes
with Novell Zenworks. On boot, the computers start the cygrunsrv.exe and then
Zenworks Desktop Management software. Cygrunsrv.exe uses 75%+ CPU and Zenworks
never finishes loading. When we stop the rsyncd service, Zenworks finishes loading
and CPU usage drops to normal. (We are running an old version of Zenworks, but
another IT group is responsible for upgrades, which won't happen soon...) Several
Windows computers not running Zenworks did not have a problem.
 
This problem with cygwinsrv killed our implementation of BackupPC in our
predominantly Novell/Windows environment.
