Something like this will do a refresh every 15 minutes:

$Conf{CgiHeaders} = '<meta http-equiv="pragma" content="no-cache">
<meta http-equiv="refresh" content="900">';

However, there is one fatal flaw: if you manually start a backup
and leave the confirmation page sitting there, a new backup will
be started every 15 minutes (since apparently the form data gets
re-posted when the refresh happens).

So either the header needs to be dynamic (eg: only applies to
a status page), or the start backup page needs to ignore page
reloads (eg: by including a sequence number and ignoring repeats).
