Here is my command line:
Running: /usr/bin/ssh -q -x -l root t10 /usr/bin/rsync --server -- sender
--numeric-ids --perms --owner --group -D --links --times
--block-size=2048 --recursive --ignore-times . /home/tn/testbackup/

The server rsync version: rsync version 2.6.4 protocol version 29
The client rsync version: rsync version 2.6.4 protocol version 29

I even tried it on another client machine, still getting the
fileListReceive failed errors.

Thanks for any help.

Did you ssh into the client at least once while logged in as the user backuppc is running as? The first time you ssh into a client you'll need to answer a y/n question, which backuppc doesn't answer for you, before the filelist is sent.
