Why do you want to back up the programs? I just back up files in the
Documents and Settings directory, and if the whole machine croaks, I
either reinstall from original media, or from images made with
partimage.

I have used both smb and rsyncd for windowsXP machines. For smb, I added
the backuppc user as a windows user that is also in the existing Backup
Operators group. For the share, I then add to the Share Permissions (the
Permissions button on the Sharing tab of the share properties) the
Backup Operators group. Also, under the "properties" of a directory that
is denying access, look at the Security tab for the directory and add
the Backup Operators group.

On another machine, I used the rsyncd with VSS (look at the mailing list
archives), and it was very straightforward.
