No, this is not exactly how it works. The BackupPC administrator (i.e. you) create a list of hosts (hostnames, IP addresses, NetBIOS names) that are backed up by BackupPC. You can give people logins to their backups, but the users don't specify what is backed up. The normal scenario is also that hosts are backed up automatically (say, daily), but I believe that can be changed to an on-demand scenario (no automatic backups). BackupPC can certainly be used as a private remote backup service, but mainly the problem is your 'anywhere in the world', as the hostname/IP address/NetBIOS name is a constant in this system.
