Yes, hard links do not work across filesystems.  A hard link is simply a 
second entry pointing to the same inode.  If it's just an access thing, 
could you just make different users with access to the different data?  
The hosts are already kept separate in terms of the interface.  If you 
need data separated on a single host, just set up two different hosts in 
the interface and have them each back up a separate portion of the host.
