Are you using BackupPC 3.0.0? Charset support in 2.x is not fully
implemented.
For 3.0.0, have you set Conf{ClientCharset} to cp1252?
Restore via rsync should work correctly. For tar and zip the file
names should be encoded in cp1252. You can choose another encoding
by manually running BackupPC_tarCreate or BackupPC_zipCreate with
the -e option. The way these are handled on extract depends upon
the locale setting.
In fact, I don't know the spec for zip filename encoding. Does
anyone know?
