BackupPC renames the old backups file to backups.old before writing
the new one.  Writing the new backups file appears to be failing.
Is your file system full?

In 3.x the approach to write these types of files is more robust.
First the new file is written to a different file name, the
contents are re-read to verify, and then the files are renamed.
There is also a script to recreate a trashed or missing backups
file.
