There is tons of information about how to install, configure and run
backuppc on both the net and the sourceforge website.  Please take a bit of
time and familiarize yourself with this abundant knowledge.  It will save
you many headaches in the long run.

The short answer to your question is to move the old directory to the new
location.  Once that is done you will need to give ownership to backuppc and
create a soft link to the new directory so backuppc knows where to find it.
